Comprehensive Land and Water Use Plan Development for the USVI

Territory's first CLWUP after 50+ years of attempts!

Horsley Witten Group staff worked with the Territory’s Department of Planning and Natural Resources (DPNR) to develop its first-ever Comprehensive Land and Water Use Plan, designed to guide development laws and resource management for decades to come.

Opportunity

We coordinated with DPNR staff and a diverse set of working groups, one each on St. Thomas, St. Croix, and St. John. Our planners developed strategies for regulatory reform; conservation of natural resources; celebration of local history and culture; community focused economic development; climate change and resiliency; housing diversity and affordability; agricultural production; and more.

Solution

Plan strategies included both Territory-wide efforts and island-specific actions. Our services featured interviews with local officials and key stakeholders, extensive public outreach and messaging campaigns, regular work sessions with the working groups/DPNR staff, a project website, complete draft and final versions of the Comprehensive Land and Water Use Plan, and proactive conversations with elected officials to ensure the Territory Senate was comfortable adopting the plan.

Results

The plan was adopted by......date, etc.
