Drinking Water

Decades of Experience -- Drinking Water Systems

Since 1997, Horsley Witten Group has been integrally involved with the evaluation, permitting, design, construction, and management of the drinking water system for The Pinehill’s community, a town-sized mixed-use development with 3,000+ homes and a village commercial center, located in Plymouth, MA.

Pinehills' Community Services

  • A comprehensive assessment of potential new water supply alternatives through a test well drilling, pump testing, groundwater modeling and analysis program.
  • This work supported the New Source Approval and Water Management Act withdrawal permits issued by MassDEP.
  • Prepared water system design and specifications using WaterCAD modeling to inform the distribution design, which included a 2-million-gallon water storage tank and booster pump station.
  • An emergency response plan to meet state and federal requirements and designed and conducted a water quality, biological, and river flow sampling plan for nearby surface water and groundwater resources to comply with the MassDEP permit requirements.
  • Ongoing drinking water system management in collaboration with the contract operator to meet MassDEP water withdrawal permit and reporting requirements.
  • HW assisted The Pinehill’s with increasing the permitted yield of its public water supply source. We performed an engineering evaluation to prove the source’s ability to supply the increased yield, a groundwater modeling analysis to delineate the increased Zone II contributing area to the source, and a water budget impact/mitigation assessment in compliance with MassDEP Water Management Act requirements.

Water Supply Exploration & Public Well Development, Plymouth, MA
The Town of Plymouth, MA selected HW to conduct desktop and field-based exploration of potential new water supply locations. Desktop assessment included GIS assessment and groundwater modeling of 30 potential well locations. This information was used for targeted drilling and test pumping of the highest-ranking sites. HW has completed a prolonged pumping test for a new public drinking water supply well and recently received approval from MassDEP on our submitted prolonged pumping test report. The project is currently in the permitting phase to complete the other permitting requirements for the new supply well.

Water Services for Affordable Housing Development, MA & RI
HW has collaborated with financial experts, architects, and developers to build high-quality affordable housing projects in MA and RI. We have worked with municipalities and housing authorities on hundreds of units for public, private, and non-profit clients, guiding projects through permitting and construction. Sites include mixed-use housing at Mashpee Commons, Chapter 40B housing in Nantucket, apartments in Providence, housing development in Dennis, and housing in Barnstable. Project partners include Mashpee Housing Authority and Affordable Housing Trust, Nantucket Housing Authority, Bourne Housing Authority, the Housing Assistance Corporation of Cape Cod, and the Preservation for Affordable Housing.

Water Pump Stations, Hyannis Water District, MA
HW designed a new interconnection pump station with water supply from the Centerville, Osterville, Marstons Mills, (COMM) Water District; designed the watermain connections to the Granulated Activated Carbon (GAC) contact tanks at Mary Dunn Road; and designed backup generators for Mary Dunn Road, Hyannis Port, and the Straightway water pump stations.
