Horsley Witten Group works with municipalities, state agencies, and tribes to develop and update Hazard Mitigation Plans in compliance with FEMA requirements.
Our planners create mitigation action strategies, public workshops, project webpages, surveys, and strong collaborations with state emergency management agencies and FEMA officials. We have developed over a dozen FEMA-approved Hazard Mitigation Plans—including both standard HMPs and Multi-Hazard Mitigation Plans—for municipalities and tribes.
We are a long-standing consultant for the U.S. EPA for resiliency training and continue to assist Massachusetts communities with developing and implementing Municipal Vulnerability Plans (MVP).
